Pearly Beach Village Survey 2008

The Ratepayers Association (RPA) will be undertaking the first ever village survey of Pearly Beach later this year. Members of the Association will be knocking on every door in the village and asking the residents some simple, non-invasive questions.
Examples of questions are: Who lives here? Is the house a permanent residence or a holiday home? Also, they will be asking for an emergency contact number and e-mail address.
The purpose of the survey is to draw up an accurate picture of the occupancy of Pearly Beach. The information will be used by the RPA and other local organisations to inform residents of local events and issues concerning the village. There will also be an e-mail address for you to contact members of the Association if we miss you! The date that the survey is to commence and other details of the survey will be posted on this website soon.

~UPDATE~
Pearly Beach Rate Payers Association has completed the first ever Erf survey of Pearly Beach village. The village (not including the Pearly Beach Camp Site) has a total of 1013 plots/erfs and they are broken down into 6 main categories as per the pie chart. This information will greatly assist the RPA and other village organisations when they are campaigning for changes and upgrades to the village. >>VIEW PIE CHART<<

MINUTES OF A MEETING OF THE PEARLY BEACH RATEPAYERS' COMMITTEE HELD AT NO 1 ARC STREET, PEARLY BEACH, AT 16H30 ON MONDAY, 13 OCTOBER, 2008

PRESENT : Dudley; Eugene; Johnny; Nina; Nelia; Norma; Steve & Shirley

Dudley welcomed everyone to the meeting. A special welcome was extended to Nina who had been co-opted onto the committee. The meeting was then opened in prayer.

APPROVAL OF MINUTES: SEPTEMBER 2008

The minutes of the previous meeting were approved and duly signed.

MATTERS ARISING FROM THE MINUTES

¦ Proposed Refuse Transfer Site

Dudley had written to the Conservation Society regarding their proposal for a refuse transfer site as the municipal records indicate that this item was initiated by a proposal from the Pearly Beach Conservancy. Dudley had asked them to clarify their expectations as it appears that what is being planned is possibly not what was intended by the Conservancy in their original request.

¦ Proposed Nuclear Power Station

Eskom had indicated to the municipality that a decision on the location of the first of the three nuclear station sites would be taken by 15 September, but their decision would only be made public on the 15 October. They also indicated that the national requirement for electricity could possibly result in all three power stations, i.e. Bantamsklip, Tuispunt and Koeberg, being built, the last being started before the first is completed.

¦ Night Patrols & Blockwatch
Charlie Bruwer, the manager of the Night Patrol Unit had invited residents at Pearly Beach to attend a meeting to re-establish the day time Blockwatch system. He informed those present that Nico Opperman had accepted the responsibility for co-ordinating the blockwatches and Nico in turn advised that monitors had been appointed for the various block and that they would in turn approach residents in the blocks to operate as blockwatchers. The blocks have also been set up to coincide with the blocks referenced by the SAPS.

Eugene asked Nelia to inform the meeting how the Pearly Beach Sub Policing Forum fitted into the overall crime prevention programme. Nelia responded that the sub policing forum would act as a forum to get he community to work together to prevent crime in the area. The forum would co-operate with the manager of the Night Patrols. Eugene asked Nelia to provide the committee with a copy of the Constitution of the Pearly Beach Sub Policing Forum which she agreed to do.

¦ Clearing of Residential Properties

Clearing of residential properties was an ongoing matter at the ward committee meeting and reaction to the proposal sent to the municipality concerning the manner in which plots are to be cleared is still awaited.

¦ PEARLY BEACH SURVEY
Steve and Lee Peck would commence a survey of Pearly Beach property owners which would continue over the next few weeks and throughout the holiday season to enable us to compile an accurate database of owners and permanent residents. The information obtained would only be used by the PBRPA and to assist owners in cases of emergency. This information would be regarded as confidential and would not be passed on to any other organisation.

FINANCE

Eugene reported that the 32 day Call account had now been opened at ABSA and an amount of R 4 000 had been transferred into this account. The Savings account would be retained for the payment of operating expenses. The recruitment letters had been mailed to property owners and the applications for membership of the PBRPA received to date had been encouraging.

AGM MATTERS

It was agreed that the AGM would be held on 3 January, 2009. Shirley would book the DR church hall for this purpose. A newsletter together with the agenda and minutes of the 2008 AGM would be forwarded to all members before the end of November.

GENERAL

  • Eugene had contacted Ralph Immerman with regard to the possibility of erecting a notice board at Pearly Village. Ralph had requested details of what was required and if possible a photograph of what the proposed notice board would look like. Eugene would provide Ralph with this information and would ask if Ralph would be prepared to carry the cost of erecting the notice board.
  • Dudley had reported all the damaged and missing road signs to the municipality and had requested that these be replaced.
  • With the sudden passing of Lawson, Eugene requested that the committee's condolences be expressed to Jenny Crichton. Shirley would send a letter on behalf of the PBRPA committee.
  • The next meeting will take place at the Coetzees' home, at 16h30 on Monday, 10 November, 2008.


The business having been concluded, the meeting was closed at 18h15.
