MINUTES OF A MEETING OF THE PEARLY BEACH RATEPAYERS' COMMITTEE HELD AT NO 1 ARC STREET, PEARLY BEACH, AT 16H30 ON MONDAY, 8 SEPTEMBER, 2008

PRESENT : Dudley; Eugene; Johnny; Norma; Nelia; Steve & Shirley

APOLOGIES : Lawson

Dudley welcomed everyone to the meeting. A special word of welcome was extended to Steve Peck who had been invited to join the committee as a co-opted member. The meeting was then opened in prayer.

APPROVAL OF MINUTES: AUGUST 2008

The minutes of the previous meeting were approved and duly signed.
Proposed by Norma and seconded by Nelia.

MATTERS ARISING FROM THE MINUTES

  • Proposed Refuse Transfer Site
    As no further feedback has been received with regard to the scoping report for the proposed refuse transfer site, it was agreed that Enviro Africa would be contacted to enquire about the present status.
  • Proposed Nuclear Power Station
    Notice had been received that the Pebble Bed Nuclear Modular Reactor has been delayed. Eugene has also registered as the PBRPA as an interested and affected party for the scoping studies being undertaken for the transmission lines from the proposed nuclear power station.
  • Night Patrols & Blockwatch
    Nelia mentioned that once again there had been a number of break-ins at Pearly Beach and that she was in the process of establishing a sub policing forum for Pearly Beach. She would report on progress made at the September meeting.
    Dudley stated that Charlie Bruwer was in the process of re-establishing the daytime Blockwatch system and that this would be co-ordinated by Nico Opperman. Johnny had given Charlie a list of names of people who had indicated their willingness to participate as Block watchers.
    These included Colin Todd, Johan & Annatjie van Wyk, Ken & Louise Smith, Johnny & Norma van Wyk, Annatjie Otto, Dudley & Shirley Coetzee and possibly Clive Young.
  • Clearing of Residential Properties
    Dudley had received a copy of the latest municipal regulations regarding the clearing of residential properties. This now stated that the clearing of vegetation was at the Fire Chief's discretion. He had met with the Fire Chief in Gansbaai who indicated that all alien vegetation was to be removed and fynbos pruned so that it did not constitute a fire hazard. Plots were also to be cleared in such a way that personnel could move across the property in case of an emergency. The regulations do not state that all vegetation must be cut back to 500 mm. A copy of these regulations has been passed onto Elrina Versveld.

FINANCE

Shirley has typed the letters for the recruitment drive encouraging property owners at Pearly Beach to join the PBRPA. These would be mailed asap.

CENSUS/SURVEY

Steve & Lee Peck would be undertaking a survey of Pearly Beach. Residents would be asked to supply their contact details, so that accurate information can be given to the relevant personnel in case of an emergency.

GENERAL

  • Eugene would follow up with Ralph Immerman with regard to the possibility of erecting a notice board. Dudley would make enquiries at the Municipality.
  • It was noted that stop signs are missing from the end of Crest/Central and Beach/Crest Roads. The tortoise sign is also gone. Johnny stated that following maintenance to Tower Road a high verge has developed making it difficult for people to access their property. Dudley would refer this matter to the municipality. The inspector has also visited Pearly Beach to evaluate damage to roads and parking areas after the storm. Steve pointed out that the Whale direction sign to the new whale watching point has not been cemented in. and could cause damage. Dudley would investigate.
  • Correspondence had been received regarding the poor condition of Beach Road after the recent rains and Dudley has referred the matter to the Municipality.
  • Nelia had not contacted Hendrik Latola, but Dudley had spoken to Maria Hoffman and would be meeting with her shortly to discuss any matters of concern in Eluxlolweni.
  • Dudley would also approach the Municipality regarding the correction of certain incorrect street names in particular Fuel Street is currently incorrectly spelt. It was suggested that the top end of Tower Road be renamed Vergesig Street, as the present situation causes confusion. The matter would be referred to the town planners.
  • The next meeting will take place at the Coetzees' home, at 16h30 on Monday,
    13 October, 2008, at 16h30.

The business having been concluded, the meeting was closed at 18h05.
