MINUTES OF A MEETING OF THE PEARLY BEACH RATEPAYERS COMMITTEE HELD AT THE OFFICES OF ANDROUX ESTATES, PEARLY BEACH, AT 16H30, ON MONDAY, 12 MAY, 2008

PRESENT : Dudley; Lawson; Eugene; Johnny; Norma; Nelia & Shirley

Dudley welcomed everyone and Shirley opened the meeting in prayer.

Members were advised that Harry Kleinhans had resigned from the Ratepayers Committee.

APPROVAL OF MINUTES: MARCH & SPECIAL MEETING IN APRIL

The minutes of the previous meetings held on 31 March and 29 April 2008 were approved and duly signed.

MATTERS ARISING FROM THE MINUTES

  • Proposed Refuse Transfer Site
    Nelia had received a reply to her objection from Enviro Africa who stated that the Conservation Society were in favour of the solid waste transfer site being located at the entrance to Pearly Beach. Dudley stated that the RPA had not received any comments from Enviro Africa other than acknowleging receipt of our registration as an I & AP. Dudley undertook to write to the Conservation Society to verify the comments made by Enviro Africa.
  • Tarring of roads
    Objections had been received from members regarding Perlemoen Road. As Perlemoen Road was listed as no 10 on the PBRPA priority list for the tarring of roads at Pearly Beach, Dudley would raise our objection at the next Ward Committee Meeting and request an explanation of why the priority list submitted by the PBRPA in 2007 had not been applied.
  • Street Lighting
    A letter had been received from Jan Koekemoer in which the home owners in Puren Estate had requested that street lights be erected in the new development. The PBRPA had opposed the installation of street lighting when the re-zoning and sub-division of the Pearly Beach campsite was approved, we were asked if this was still the view of the PBRPA. Dudley had responded that the PBRPA were still not in favour of street lights being installed at Pearly Beach, but we would not oppose the pedestrian walkways being illuminated by pathway lighting. Harry had questioned the legal implication of opposing street lighting and Dudley advised that the PBRPA was not a decision-making body, but could only make recommendations. The relevant authorities had the responsibility of ensuring that legislative requirements were complied with.

PORTFOLIOS

Norma and Johnny accepted the portfolio of Health & Community Service. Following Harry's resignation, Dudley would now attend to road related matters.

ELUXOLWENI

Following Nelia=s concern regarding the erection of illegal informal dwellings, Dudley had visited Eluxolweni and reported that all the informal dwellings display site numbers and that he could find no dormitory-type structures. The area was not as tidy as in the past, and of particular concern is the increase of illegal electrical wiring lying above ground and across the road. The situation would continue to be closely monitored.

FINANCE

Eugene reported that the bank balance at the end of April was R 6 967,17 and that cash on hand amounted to R 466,00. He also stated that 6 new members had joined the PBRPA. Dudley asked how many members had paid their 2008 subscriptions and Eugene responded that to date only 49 members had paid.

Eugene recommended that a recruitment drive be launched encouraging property owners at Pearly Beach to join the PBRPA, He had drawn up a draft letter which could be distributed. Nelia offered to translate the letter into Afrikaans and Shirley would obtain the database from Nina. She would then liaise with Eugene regarding the recruitment campaign.

ALIEN CLEARING WORKSHOP : HERMANUS, 15 MAY 2008

The Overstrand Municipality are convening a meeting for all interested parties regarding the eradication of alien vegetation. The PBRPA had been invited to attend and Johnny had agreed to represent us at this meeting.

GENERAL

  • The PBRPA had been advised that an ambulance would be stationed in Gansbaai from Friday to Sunday on a trial basis.
  • Nelia raised concern about motorists losing control of their vehicles after hitting the speed bump at high speeds in Main Road . Dudley will refer this matter to the Municipality requesting that additional signage be erected, warning motorists of the presence of the speed bump.
  • The next meeting will take place at the Coetzees home, at 16h30 on Monday, 9 June 2008.

The business having been concluded, the meeting was closed at 18h05.
