MINUTES OF A SPECIAL MEETING OF THE PBRPA COMMITTEE HELD ON TUESDAY, 29 APRIL, 2008 AT THE OFFICES OF ANDROUX ESTATES AT 16H30

Dudley welcomed all those present and opened the meeting in prayer.

TARRING OF ROADS

The Overstrand Municipality had written to the PBRPA requesting that we review our priorities for the tarring of roads in Pearly Beach. This information is required by Monday, 5 May to enable the consulting engineers to prepare a budget for the tarring of roads in the Overstrand area. The priority list submitted to the municipality by the PBRPA during 2007, was discussed and it was agreed that these priorities remained unchanged at present. Dudley will advise the Gansbaai Operations Manager accordingly.

THE PROPOSED REFUSE TRANSFER SITE

Dudley had registered the PBRPA as an interested and affected party and had also discussed the proposal with the municipality to obtain clarity on what is planned.

The municipality proposes that a ramp and platform be constructed on one of the six identified sites in Pearly Beach. The area will be enclosed and it will be manned by a gate guard. 30m³ bins will be placed against the platform for the dumping of garden refuse and builders' rubble. Dudley was also advised that arrangements could be made for visitors to deposit their household refuse at this site.

Following discussion, it was agreed that the only suitable site is in fact the present landfill site indicated as site no 1 on the proposal by the municipality. It was noted that a guard house had been erected at the entrance to this site and signboards put up indicating where garden refuse and builder's rubble should be dumped. The meeting agreed with Nelia that the present site has never been managed properly and that proper management of the site would be far more effective than erecting a transfer station at any other point in Pearly Beach. It was also suggested that a mulching chipper should be placed at the dump and that garden refuse be mulched on site. This would then create jobs for the local community and the mulch could be sold to cover the costs.

It was further noted that Pearly Beach does not generate the normal urban type garden refuse i.e. garden clippings. Most of the garden refuse consists of alien vegetation removed from vacant land and because of the volume of bush removed; containers at the transfer site would be totally inadequate for handling this type of refuse. It was also agreed that a bin could be placed at a suitable location in Pearly Beach for holidaymakers or weekend visitors to dispose of their household refuse, provided the bin was placed in position on Friday and removed on Monday. Igloo-type containers for collecting glass, paper and cans for recycling could be placed at the same site. This site would have to be monitored and cleaned regularly by the municipality.
