MINUTES of the meeting of the Management Committee held at 30 Broadway Street Pearly Beach on 21 March 2006 at 15h00.

1 OPENING: The Chairperson declared the meeting open at 15h00. Mr van Wyk said a prayer. The sad news regarding the death of Pieter Versfeld had been received and the committee requested that their sympathy be conveyed to Elrina.    <<Back

2 MINUTES of the meeting held on Friday 20 January 2006 meeting has already been approved on 25 February 2006.    <<Back

3 MATTERS ARISING FROM THE MINUTES OF THE AGM

Item 5.1 Light or signage : A light at the Pearly Beach crossing on Gansbaai road.
A light at the entrance of Pearly Beach is at this stage not feasible. A letter will be sent to the District Municipality as well as a copy to the Gansbaai municipal manager requesting a bigger sign board at the crossing into Pearly Beach.

Item 5.2 Garbage & litter : A central point for people to leave garbage bags on non-collection days. After much debating it was decided to ask the municipality to collect the garbage on the day following a long weekend eg. if the weekend ends on a Tuesday they could collect on the Wednesday.

AGM Recommendation: By-Law Prohibiting Fireworks: The pending regulations which were formulated by the Fire Chief Riaan Jacobs would be followed up. A reminder would be sent to the municipal manager requesting that the item be included in the next Ward Agenda.    <<Back

4 COMMITTEE DUTIES - The committee accepted the duty guide for 2006 and Norma van Wyk was co-opted as an additional member of the committee.

4.1 Representative to attend municipal meetings: The chairperson, Mr. van Wyk will attend meetings and in his absence Mr Brand will do so.

4.2 Block Watchers: The following members accepted their appointments as block co-ordinators.

5 MEMBERSHIP MATTERS & FINANCES

5.1 The following 2 new Membership Applications were approved:
Mrs AW Thiel Erf 200 Twist St
Mrs.ML Klaassen Erf 576/595 Loop/Oranje St.

5.2 ABSA Savings Account: It was approved that the Chairperson and Treasurer would have signing powers for withdrawals. Mr Hendry undertook to arrange for the necessary documentation.    <<Back

6 COMMUNICATIONS & CORRESPONDENCE
6.1 Development on western side of Pearly Beach: A special committee meeting would be held before 26 April to discuss the proposed rezoning and subdivision the on western side of Pearly Beach to enable the Briers Family Trust to establish 100 Resort Zone II erven.

6.2 Special Development Framework: Miss Harris had received a phone call from Louis de Villiers regarding conservation status for the 4 frontal green belt plots. These erven do not qualify for conservation zoning and Miss Harris had passed this information to the chairperson of the Conservation Society.

6.3 Caravan at Pearly Village Centre: The Estate Agents caravan which has been parked on erf nr 637 has been removed.

6.4 Hermanus Ratepayers Association: An invitation had been received for Mr van Wyk to attend their AGM on Thursday 23rd March 2006.

6.5 Notice in Gazette: The notice regarding the rezoning of Erf 2430 behind Municipal Offices for sports and a school site called "Gansbaai Sports Centre" was noted with interest.    <<Back

7 MUNICIPAL MEETINGS

7.1 Ward 2 election: The ward election was discussed and the Pearly Beach Ratepayers' Association would be nominated at the meeting on 11 April 18h00 at Gansbaai Municipality. Mr van Wyk would be the RPA representative.

7.2 Report on Meeting: Bredasdorp/Gansbaai Tar Road: Miss Harris reported on the Gansbaai meeting on 15 March 2006. Brian Prins explained the problems regarding the limited skills of local labour and the limited equipment and expertise of local contractors. This had resulted in the construction tender for the first phase from Bredasdorp to Elim being awarded to a Contractor from Paarl. The database of Deloitte & Touche who had been appointed to deal with applications, reportedly had 7000 workers listed of which 600 were from the Gansbaai area. Only 43 people could be traced and when assessed, only 13 qualified on the skills requirements.

The groundwork for the second construction phase from Elim to Uilkraalsmond is now in process. It was proposed that a project liaison committee of 2 people each from Gansbaai, Baardskeerdersbos and Pearly Beach be formed. There would be Help Desks in these areas to assist local people wishing to gain employment on the second construction phase.    <<Back

8 GENERAL REPORTS

8.1 BUILDING REPORTS: It was decided that Mr Brandt and Mr Hendry would assist Mr van Wyk with inspecting building plans. Mr van Wyk reported on the following building plans:

8.2 BLOCK REPORTS: Mrs Bollman was concerned that the committee did not have sufficient authority to deal with problems resulting from uncooperative offenders. It was decided to request that the Chief Law Enforcement Officer from Hermanus, Mr Kritzinger be requested to advise the RPA on the best way to deal with unlawful incidents.    <<Back
