MINUTES of the meeting of the Management Committee held at "Camelot", 19 Rotunda Road, Pearly Beach on Monday 14 November 2005 at 14h30.

1 OPENING: The Chairperson declared the meeting open at 14h30. Mrs Bollmann said a prayer.     <<Back

3 MATTERS ARISING FROM THE MINUTES OF 17 OCTOBER 2005

3.1 Fireworks (Item 5.4): Letters regarding the delay by the municipality in the formulation of by-laws had appeared in the Hermanus Times, Gansbaai Herald & Gansbaai Courant.

3.2 Conservation Village (Item 5.5): The chairperson had attended the Conservation Society committee meeting when Rob Fryer explained the objectives of the Overstrand Conservation Foundation, a non-profit organisation based in Onrus. It was decided that the RPA should join the Foundation and the annual membership fee of R100 was approved. This presentation would be repeated at the AGM of the Conservation Society at 10h00 on 21 December 2005. The foundations views on plot clearing and night lights would be of interest to our members who will be encouraged to attend.

3.3 Web Site (Item 6.1) It was noted that the web site for online information on Pearly Beach (www.PearlyBeachOnline.co.za) was now working.    <<Back

4 MEMBERSHIP MATTERS & FINANCE

4.1 The treasurer reported that R20 income had been received and expenditure for the past month was R190. Transport cost for viewing the building plans, refreshments at meetings and block co-ordinators expenses would be paid before the end of the financial year.

4.2 AGM: The Annual General Meeting would take place at the Dutch Reformed Church hall Pearly Beach at 10h00 on Saturday 25 February 2006.    <<Back

5 CORRESPONDENCE & COMMUNICATIONS

5.1 The 2006 Post Office renewal notice of R225 for the RPA Post Box 527 Gansbaai had been received. The committee approved the payment of this amount.    <<Back

6 REPORTS ON MUNICIPAL MEETINGS

6.1 Ward Meeting 16 November 2005: The date of the ward meeting had been rescheduled and had not yet taken place.

6.1.1 No Pearly Beach items appeared on the Agenda.

6.1.2 Overstrand Spacial Development Framework: This important document is available at the Gansbaai Library and members are urged to study the Pearly Beach section. The closing date for comments has been extended to 27 January 2006.

6.2 Pearly Beach Caravan Park Erf 1892 - The first meeting of the newly constituted monitoring committee had taken place in Hermanus on 19 October 2005. It was a very positive meeting and some of the points which were clarified were as follows:

6.2.1 Number of Units: The number of units have been reduced from 500 to 438 of which only 412 fall in Resort Zone II and can be sold. 19 Units fall in Resort Zone I and are to be used for overnight camping.

6.2.2 Sewerage: As an interim measure, a large conservancy tank would be constructed. This would be emptied by the municipality with a tanker purchased by the developer.

6.2.3 Building Regulations: Strict building regulations have been laid down. Store rooms would be allowed in places where future bathrooms are planned. Underground plumbing could be put in place but all pipes must be blanked off. No toilets or showers will be allowed until the approved sewerage is operating.

6.2.4 Title Deeds: Transfers would only take place once all the services are in place.

6.2.5 Levy: The maintenance cost of the resort will be the responsibility of the Home Owners Association and would be covered by a monthly levy payable by all owners.    <<Back

7 GENERAL REPORTS

7.1 Police Report: Capt. M.C. Leukes is the new station commander at the Gansbaai Police Station. The Crime statistics for October 2005 received from the Gansbaai Police Station were discussed. According to the report, there had been a stabbing in the municipal parking area in Gansbaai on 11 Oct. At Eluxolweni, a door had been kicked down on 1 October. At Erf 1863 in Perlemoen Street a camera valued at R2000 had been stolen.

7.2 Building Report: Mr van Wyk reported on 3 building plans which have been approved. Erf 494, 59 Arcadia Street, Braai and enlarged garage and deck; Erf 542, 154 Broadway new single story dwelling house; Erf 460, 46 Arcadia Street, new single story dwelling house.

7.3 Block Reports: Block co-ordinators reported on the different areas. Week-end vandals damage street signs and it was decided to offer a reward of R250 for information leading to the arrest and/or conviction of the responsible persons. In Block 1 there was a complaint regarding a husky dog from Erf 1796 roaming about; Part of a roof was blown off at Erf 1731. Building rubble was a problem at Erf 1861 and 1571. Building operations were continuing at Erf 381 although no building plans had been submitted and there was concern regarding the quality of building materials which were being used in the construction. Bush should be cut at overgrown properties and a request would be submitted to the municipality to have the public pathway and steps between Vergesig and Tower street cleared before the holiday season.    <<Back
