MINUTES of the meeting of the Management Committee held at "Camelot", 19 Rotunda Road, Pearly Beach on Monday 17 October 2005 at 14h30.

3 MATTERS ARISING FROM THE MINUTES OF 14 SEPTEMBER 2005

3.1 (Item 5.2.2) Caravan Park Erf 1892 - The RPA would be taking part in the first meeting of the newly constituted monitoring committee which is scheduled to take place in Hermanus at 14h00 on 19 October 2005. Three members could attend. The committee approved Linda Harris, Johnny van Wyk and Rob Nothnagel as our representatives.    <<Back

4 MEMBERSHIP MATTERS & FINANCE:

4.1 The treasurer reported that there had been no new membership applications or income. The objection letter for the development at Erf 607 had been registered at a cost of R12.20.

4.2 AGM: The Annual General Meeting would take place on 25 February 2006.

4.3 Communication with members: It was decided that a notice regarding the Annual General Meeting should be included with the municipal accounts.    <<Back

5 CORRESPONDENCE & COMMUNICATIONS

5.1 Erf 1891 Therondraai: An application had been received for the rezoning of the erf from church site to residential and the subdivision into 4 plots between 795 m² and 960 m² in size. No objection from the RPA would be submitted.

5.2 Erf 162 Hotel Site Rotunda Street: An application had been received for the rezoning of the erf from hotel site to residential and the subdivision into 14 residential plots between 778 m² and 1010 m² in size. No objection from the RPA would be submitted.

5.3 Erf 241 Crest: Application had been received to operate a Guest House using 3 rooms. The committee was concerned regarding the type of guest house envisaged, whether meals would be served and/or would there be an application for a liquor licence. Mr van Wyk was requested to clarify these points at the municipality.

5.4 Fireworks: A reply regarding our request for a fireworks ban had been received from the Municipality dated 7 September 2005. The matter had also been discussed at length in the ward meeting. The municipality had been unable to formulate legislation before the holiday season. However it was still possible for the council to make a decision regarding fireworks in the area. Pieter Scholtz said he would put an item in the local press to keep the community informed.

5.5 Conservation Society: The contents of the Conservation Society Minutes dated 24 September 2005 were noted. At the next committee meeting on Saturday 22 Oct 2005, Rob Fryer of the Overstrand Conservation Foundation would inform them regarding the implementation process to register Pearly Beach as a "Conservation Village". The RPA chairperson had received an invitation to attend.

5.6 Hermanus Ratepayers Association - The September 2005 newsletter had been received with details regarding the water situation in the Hermanus area.

5.7 Federation of Ratepayers Association - The committee were unconvinced regarding the benefit of attending the meetings in Sandbaai. It was agreed that the chairperson should attend one further meeting after which a decision would be made.

5.8 Romansbaai Residential Estate: A revised Scoping Report had been received in a letter dated 16 September 2005. It was agreed that the proposed development would no longer be discussed as it had no bearing on Pearly Beach affairs.

5.9 Response from e-mailed minutes: There had been a good response from members who were receiving the RPA minutes. Mr Koekemoer has informed us of a quad bike circuit on the farm adjacent to the Pearly Beach Resort. The circuit can be used free of charge but Mr Koekemoer's permission must first be obtained.    <<Back

6 REPORTS ON MEETINGS:

6.1 Capital Budget: 11 October 2005. Ms Harris reported fully on the Gansbaai capital budget monitoring meeting which made a needs analysis for Ward 1 & 2. Pearly Beach had submitted a list of all gravel roads to be tarred. An amount of R200 000 was budgeted for tarring of roads in Ward 2 of which Pearly Beach would be given a share. The upgrading of the main electricity supply at Franskraal was budgeted for at R2.4 million which we are told will solve the Pearly Beach power failures. R100 000 was budgeted for Pearly Beach water investigation which should take care of the water pressure problem. Eluxolweni projects would be provided for from Municipal infrastructure grants and external funds. These included electricity for street lighting, electricity for organised informal settlements and lighting for the soccer field.

6.2 Ward Meeting 12 October 2005: Ms Harris reported on the ward meeting at Gansbaai. The following was of particular interest.

6.2.1 Meeting with Mayor. Several promised meetings arranged between the Mayor and the Gansbaai Ward Committee have never materialised. Daan Oosthuizen (de Kelders RPA representative) has written to the Speaker of the Overstrand Council requesting an audience with the Mayor. This is the first step in the process of appealing to the Province regarding the fact that the Mayor is ignoring Ward requests.

6.2.2 The financial report for the Overstrand has been made available. The Pearly Beach representative requested that in future the Interest Paid on Loans should be shown.

6.2.3 Ward committees: There will be one more meeting in 2005 and possibly one in January 2006. After the municipal election, new ward committees would be elected.

6.2.4 Gansbaai sewerage works: The sewerage works needs urgent upgrading to cope with the huge growth in the area.

6.2.5 Amendments of staff structure: The Macro Structure for Overstrand Staff had been amended. The ward was pleased to note that the Gansbaai Area Manager was authorised to make certain decisions without having to liaise with the Hermanus Administration.

6.2.6 Overstrand Spatial Development Framework: The document should be studied and is available at the Gansbaai Library. Closing date for comments: 23 December 2005.    <<Back

7 GENERAL REPORTS

7.1 Police Report: Crime statistics for September 2005 received from the Gansbaai Police Station were discussed together with a Police Forum report received from Nico Opperman. According to the Police report, on 8 Sept. a window was broken and bedding valued at R1 500 was stolen at Erf 209 Broadway. On 18th Sept there was a burglary at Erf 267 Twist Street and electrical appliances valued at R18 600 was stolen. On 25 Sept. R3 000 cash was stolen from premises in Broadway Street. At the Caravan Park, on 5 Sept. a caravan door had been forced open and on 17 Sept a lawn mower valued at R2 500 was stolen. At Eluxolweni on 20 Sept, 4 people were wounded by pistol shots fired through a window. Mr Opperman reported that Capt. Conradie had commended Jack Pepper for his assistance in helping the police to apprehend a burglar. Capt Conradie had resigned from the SAPS and was moving to Robertson with his family.

7.2 Building Report: Mr van Wyk reported on 7 building plans which had been approved. Erf 1572 Vergesig Street - new dwelling; Erf 120 Crest Street - additions on two floors; Erf 1883 Puren Street - additions to bathroom; Erf 520 Arcadia Street - alteration of garage to a braai room. Erf 107 Broadway Street, additional wooden deck. Erf 25 Rotunda Street additional verandah, washroom and garage. Erf 527 Arcadia Street - large car port.

7.3 Block Reports: Block co-ordinators reported on the different areas. In Block 1 vandals damaged street signs on weekends and quad bikes were causing disturbances. Building rubble is being hidden in the bush on the sea side of Charlie van Breda near Erf 1849. In Block 2, there is a large hole in the middle of Cross Street between Loop and Arcadia Streets. In Block 3, there were building operations on Erf 381 which had not been listed in the building report. Blocks 4 & 5 reported that speeding vehicles were on the increase. The School bus is not stopping at Stop Streets. Delivery vehicles have been driving above the speed limit in Broadway and ignoring stop signs.    <<Back
