MINUTES of the meeting of the Management Committee held at "Camelot", 19 Rotunda Road, Pearly Beach on Wednesday 14 September 2005 at 14h30.

3 MATTERS ARISING FROM THE MINUTES OF 17 AUGUST 2005

3.1 (Item 6.5 - 17 May): Traffic Calming Measures: The forms regarding speed bumps and other traffic calming suggestions had been completed and signed by the affected residents. These would now be submitted to the authorities.

3.2 (Item 5.1) Proposed Development Erf 607 Andy le Roux - An advertisement appeared in the local press on behalf of Turn Around Trading 71 (Pty) Ltd. The proposed development consists of a 10 m road with houses on both sides. There will be 15 houses on plots ranging between 250 m² and 390 m². The Association would make a formal objection before Monday 17 October 2005 on the grounds of unacceptable density and the size of the plots.

3.3 (Item 5.2.2) Caravan Park Erf 1892 - A letter appeared in the Gansbaai Courant on 9 September 2005 complaining about the delay in corrective measures at the Caravan Park. The RPA would be sitting on the monitoring committee which is due to meet in the near future. Hopefully we will obtain clarification on the matter at this meeting.    <<Back

4 MEMBERSHIP MATTERS & FINANCE:

Finances: Income since the last meeting was R20.    <<Back

5 REPORTS ON MEETINGS:

5.1 WARD MEETING 15 AUGUST 2005: Ms Harris reported on the agenda for the ward meeting at Gansbaai the following day. The following was of particular interest.

5.1.1 Bye law: Control of fireworks. This was still being investigated.

5.1.2 Kleinbaai residents wishing to close a public road would have to pay the cost of R26 334.92 themselves.

5.1.3 The IDP/Budget Process for 2006/7 had started. Priority lists were required for the Capital Budget. Pearly Beach would list all gravel roads with a request for tarring together with the traffic calming suggestions. Water pressure is still listed from the previous year.

5.1.5 Public Participation: Ward committee's comments will be used as a vehicle for public comment.

5.1.6 Church Forum: Pastor Erasmus provided a list of all the community needs for the smaller churches in the area including the need for old age facilities.

5.1.7 Farm Animals: There are a few farm animals being kept in the residential area at Masakhane and alternative accommodation on the commonage was being investigated.    <<Back

6 COMMUNICATIONS

6.1 Pearly Beach Web Site (www.PearlyBeachOnline.co.za): Nina Martin of Erf 230 Broadway addressed the committee regarding her web site. The web site would promote Pearly Beach and the surrounding area, not Gansbaai. There would be a business section which would attract a fee and a free community section for local clubs, churches and news events. The RPA would have its constitution, minutes and other information available on the site.    <<Back

7 GENERAL REPORTS

7.1 Police Report: Crime statistics for August 2005 received from the Gansbaai Police Station was discussed together with a Police Forum report received from Nico Opperman. According to the Police report, at Eluxolweni there had been 3 arrests; namely for assault with intent to cause serious bodily harm; for possession of presumed stolen goods and for rape of a 43 year old woman. At the Caravan Park, a window had been broken. In the Pearly Beach village, a window had been forced open and electrical appliances stolen at 16 Twist Street; Garden equipment had been stolen at 20 Main Street and a window broken in The Circle. On the outskirts of the village there had been a fatal accident on 2nd August at the turnoff on the R43 and one person had died.

7.2 Building Report: Mr van Wyk reported on 4 building plans. Erf 423 Corner of Vergesig & Arcadia Street - Additional bedrooms; Erf 1847 Charlie van Breda - Maids Room; Erf 1897 Rotunda Street - alteration to stairs; Erf 523 Arcadia Street - additional deck and braai.

7.3 Block Reports: Block co-ordinators reported on the different areas. In Block 1 on Friday 9 September, vandals in a light green metallic car damaged street signs and removed curb stones and concrete water/fire poles in Charlie van Breda. In Harbour Road the Tortoise Board was pulled out. Builders material has been placed on the opposite side of the road at Erf 1849 in Perlemoen street. In Block 2, there is an electric kiosk near Erf 589 which is overgrown by bush. In Block 5, Les Gale caught a man walking in Broadway who was in possession of stolen items.    <<Back
