MINUTES of the meeting of the Management Committee held at "Camelot", 19 Rotunda Road, Pearly Beach on Tuesday 19 July 2005 at 09h30.

1 OPENING: The Chairperson declared the meeting open at 9h40. Ms Otto said a prayer.
Pam Kent was co-opted as Membership Secretary to assist the Treasurer.    <<Back

3 MATTERS ARISING FROM THE MINUTES OF 17 MAY 2005

3.1 Item 6.5: Traffic Calming Measures: Forms regarding speed bumps and other traffic calming suggestions were still being circularised. It was decided that ratepayers should show their support of these committee suggestions before the Association submits these requests to Council.

3.2 Item 6.9: Uncontrolled dogs. Mr Prins had been served with a summons on 3 July 2005. Further complaints had been received on 13 & 14 July regarding the unacceptable behaviour of his dogs and this was e-mailed to the law enforcement officials.    <<Back

4 MEMBERSHIP MATTERS & FINANCE:

Finances: Membership Subscriptions of R380 were received plus a donation of R10. Total income R390    <<Back

5 REPORT ON WARD MEETING: The following information taken from the agenda of the ward meetings at Gansbaai on 15 June 2005 was of particular interest to Pearly Beach.

5.1 Erven for Church purposes: Erf 618 and 630 at main entrance to Pearly Beach will be made available at 50% of market value and sold by public tender for "social care" purposes.

5.2 Erf 1763 - Main Street Pearly Beach: The rezoning from Single Residential Zone to Local Business Zone in order to utilise the premises for purposes of an estate agency, namely "Fine and Country" was approved on condition that utilisation of the erf be restricted to a dwelling unit and offices. Parking bays must be provided and a permanent surface be constructed from the erf boundary to the edge of the tarred roadway by the owner for her own account.    <<Back

6 CORRESPONDENCE & COMMUNICATIONS

6.1 Restaurant - Law Street:. Mr Jan Koekemoer of the Pearly Beach Resort had informed the RPA that the restaurant lease with "Pearly's Tea Party" had expired. The present liquor licence only provided for liquor to be served with a meal and he was in the process of "upgrading" the licence.

6.2 Frik Prinsloo: Restaurant 9 Law Street. Mr Prinsloo had informed the RPA that he had acquired the lease on the premises and intended opening a hardware store and restaurant with live entertainment. Quote: "I intend to persevere with such an application until it is achieved". During the committee discussion it was agreed that "live entertainment" covered a very wide field and the committee would reserve comment until we were officially informed of the terms of the application.

6.3 Unsigned Correspondence: 2 unsigned e-mails had been received. It was decided that only signed mail would be discussed during committee meetings.

6.4 AM Henrici: Water Pressure Erf 1645: Mrs Henrici has been waiting for 4 years to have the water pressure improved in Duine Street. A complaint has also been received from Erf 1777 in Jurgens Street. Water Pressure at Pearly Beach has been on the budget priority list for several years. It was decided that the chairperson should discuss this matter with Councillor Pieter Scholtz.

6.5 Pearly Beach: Proposed Wastewater Treatment Works and Pipeline. Mr Louis de Wet explained the position regarding the revised final environmental impact report and the implications thereof. The discharge of treated effluent into the Klein Hagelkraal River has met with strong opposition from residents. There MUST be an alternative to this. It was decided that the Chairperson should have a discussion with the Consultant and Councillor Scholtz as soon as possible. If the objections of the community are disregarded, the matter should be taken to the Dept of Environment Affairs and, if necessary, the aid of the media would be enlisted.

6.6 Conservation Society: June News Letter - The contents of the newsletter were discussed with interest.

6.7 Great South Property Investments: Objection to Item 7.3 Minutes 8 April. Correspondence regarding the rezoning of Erf 1763 was noted. No further action would be taken.

6.8 Gansbaai Courant - "Neighbourhood Watches in Focus" article on 8 July 2005. The committee is concerned regarding the inaccuracies in the articles appearing in the Gansbaai Courant.

6.8.1 The Pearly Beach neighbourhood watch was established in 1992 by Robert Nothnagel, who was at that time chairperson of the Pearly Beach Ratepayers' Association.

6.8.2 Mr Nothnagel established the block watching system which is still in operation during daylight hours and is not part of the night patrol system.

6.8.3 The article states that break ins stands at "zero at present". According to the Police Report there were 4 incidents of residential Burglaries at Pearly Beach during June 2005.    <<Back

7 GENERAL REPORTS

7.1 Police Forum: It was decided that the Police Forum should be informed that Nico Opperman was no longer on the RPA committee. One of the RPA committee members would attend the open meetings every second month.

7.2 Police Report: The Gansbaai Police had provided the chairperson with the crime statistics for June 2005. The Pearly Beach incidents were as follows: 26 June a door was forced open at 122 Broadway, on 27 June a glass sliding door was broken and bedding stolen at 3 Central Street, on 28 June windows were broken and bedding was stolen in Boundary Road and at 14 Ridge Road a CD Player valued at R5000 was stolen. The police have made two arrests.

7.3 Building Report: 15 building plans were reported. Erf 447 Tower Road - 2 Decks; Erf 195 Crest - New dwelling; Erf 283 Broadway - New dwelling; Erf 182 Central - New Dwelling; Erf 1944 Puren - Braai Room; Erf 1656 Main Street - Servants Room; Erf 1849 Corner Perlemoen & Charlie van Breda - Proposed Office; Erf 457 Service Street - New Dwelling; Erf 1730 Corner Neethling & Jurgens - New Dwelling; Erf 1617 Gouwsblom - Extensions; Erf 1552 Vergesig - New Dwelling; Erf 1712 Charlie van Breda - New Store & recreation room; Erf 1567 Vergesig - Extensions to 8.5m height; Erf 1567 Vergesig - braai room extension; Erf 1571 Tower Road ASCH Plans.

7.4 Block Reports: Block co-ordinators reported on the different areas. There were many electricity kiosks which needed attention. In block 2 there was a poacher's meeting place amongst the trees on the corner of Ridge and Tower streets.     <<Back
