2008 Annual General Meeting

MINUTES OF THE 2008 ANNUAL GENERAL MEETING OF THE PEARLY BEACH RATEPAYERS' ASSOCIATION, HELD AT 10:00 ON SATURDAY 15 MARCH 2008, IN THE DUTCH REFORMED CHURCH HALL, PEARLY BEACH.

PRESENT : 36 members

APOLOGIES : 35 members - their names are recorded in the Attendance Register which is attached to the original of this minute.

1. WELCOME : The Chairperson Johnny van Wyk welcomed all those present and Ds Botha opened the meeting in prayer.

2. MINUTES OF PREVIOUS ANNUAL GENERAL MEETING: The minutes of the 2007 Annual General Meeting which was held on 3 March 2007, had been circulated to all members. Charlie Bruwer proposed the acceptance of the minutes; seconded by Shirley Coetzee.

3. ANNUAL REPORT: The Chairperson delivered the annual report, which is annexed to and forms part of the original of this minute.

4. FINANCIAL REPORT: The Treasurer/Membership Secretary, Eugene Hendry delivered the financial report, which was audited by Bennie Smit, and which is attached to the original of this minute. Bennie Smit was thanked for auditing the accounts and was unanimously approved as auditor for 2008.

5. PROPOSED NUCLEAR POWER STATION: Eugene Hendry gave those present an update: There is a strong possibility that a nuclear power station will be erected at Bantamsklip, adjacent to Pearly Beach.

6. PROPOSAL TO CHANGE DATE OF AGM IN CONSTITUTION: It was proposed that the date that the AGM is to be held be changed from between 15 Feb and 15 March, to between 15 Dec and 15 Feb, in order to allow as many members as possible to attend the meeting. There were no objections, and the meeting unanimously approved the change. The Constitution will be amended accordingly.

7. PROPOSAL TO INCREASE ANNUAL SUBSCRIPTION: The meeting approved increasing the annual subscriptions to R 30 per household.

8. NEIGHBOURHOOD WATCH: Charlie Bruwer, the Manager of the Night Patrols reported that a number of break-ins had taken place over the past year, however the station commander of the Gansbaai SAP is of the opinion that the operation of the Night Patrols has limited the number of burglaries, as Pearly Beach recorded the lowest number of burglaries in the greater Gansbaai area.. The patrolling teams have reduced from 12 to 8, and Charlie urged residents who are able, to join the Patrols.

9. ELECTION OF NEW COMMITTEE: The following 2008 Management Committee was elected:

VICE-CHAIRPERSON — Johnny van Wyk
TREASURER/ M SECRETARY — Eugene Hendry
SECRETARY — Shirley Coetzee
COMMITTEE MEMBERS — Lawson Crichton, Harry Kleinhans, Nelia Muller, Norma van Wyk

10. GENERAL

10.1 Ron Pedersen raised the problem of the refuse bins not being cleared out regularly, which results in the rubbish blowing everywhere. The RPA will request that the municipality check the bins on their rounds. It was also noted that a cleaning team will come to Pearly Beach once a month, for a week at a time, to clear the verges of waste. It was also suggested that a temporary refuse storage site be set up at the entrance to Pearly Beach.

10.2 Rina Burden thanked the officials for the decline in poaching. As of 1 February 2008, all diving has been banned in the area, and diving gear is prohibited. Two quad bikes are currently being used by the SAPD to patrol the beach.

10.3 Harry Kleinhans enquired what measures could be taken with regard to builders who don't supply toilets for their workers. When this is noticed it should be reported to the Gansbaai Municipality, to both the building and health inspectors.

10.4 Ron Pedersen again requested that a light be erected at the intersection to Pearly Beach. This will once again be referred to the Municipality.

10.5 A request was made for more speed bumps. Suggestions can be submitted to the RPA in writing, stating the street where speed bumps are required and indicating location by giving the erf number. These requests will then be forwarded to the Municipality for consideration.

11. CLOSING : The meeting closed at 11:10.
